Yes they do. They have a very loyal fan base. They are good folks, but they are plenty frustrated. I know - somehow I ended up getting their "fan newsletter" Wow, are they ready for a change!

Yes, and so do the Raiders fans. Both have loyal fanbases and both have had their teams moved. (The Raiders went to LA and then back to Oakland) What's worse is that the Ravens won a Super Bowl about 5 years later.
