Louis Armstrong is credited as the father of Jazz. I think Led Belly should get it for the Blues.

Hard to compare since Elvis is in no way the father of Rock. he was arguably it's poster child and biggest star, but hard to be father of something that was already gaining popularity by the time you came along. The question is further complicated by you including jazz and blues together. I could throw out names like Jelly Roll Morton who could definitely claim heavy influence for both, but hard to find a single figure who compares to Elvis.
