i'd think of leaving comments as optional.. to inform more.. add more spice.. but if you're downrating an answer, i'd say YES!! do leave a comment.. at least let them know why you disagree to the answer so that it can help them to answer more appropriately in future.. it will help others as well..

I like to try and leave a comment on answers to questions that I have posted myself, so that those who answered can interact with me.
