Under the back seat.

No relay under back seat, back or lower cushion.

In my 1998 Bonneville it is below and behind the glove box. You have to take down the pannel under the glove box and it was on the side (fender wall). We took out the glove box but wouldn't have had to. We tested our relay before replacing it and it was not bad.
