i don't believe that's a coach,he is a time keeper to ensure the player doesn't leave too early
To ensure that it is always filled with hockey players.

I always figured he's there to make sure guys aren't sneaking out early.
Don't know. But everytime I see a hockey game on TV (not live at a low level game) or an indoor Lacrosse game, there's a guy in each penalty box with a clipboard wearing a suit. He never seems to talk to the player who is penalized, but writes something down when they come in, and possibly leave. Was just wondering what that guy is.

Oh, so more of a penalty box referee. That makes a lot more sense. Must be like the Happy Gilmore of hockey referees -- they know the game but can't skate. LOL
