It depends on the country, the time and attitude toward americans. I got a ticket for driving the wrong way on the one way street in IRAN around 1979 and two months later the their was a revolution and collapse of the government. I don,t know if it still is on record, It was issued on my Indiana USA drivers license when I was seventeen, the driving age their was 18 but the license was honored as valid, though the officer knew I was seventeen. Initially, I was accused of being a terrorist when stopped until they realized I was american.
