  • Yes, it should really be in quotation marks because despite him not saying it out loud it is still a form of speech. However, having said that, I have noticed in modern novels that sometimes unspoken thoughts are not put into quotation marks, and that's a distinctly modern style of writing. I would have thought that the main thing is to avoid any ambiguity, so if you can write it without quotation marks without confusing the issue, I suppose you could leave them out, but I would keep them in myself because it's the traditionally accepted way of writing.
