First, this question is in the wrong category by far.
I think you're asking how to get a phone without paying anything upfront, and instead having the charge billed to you on the first month's statement. Well, I did this with my cell phone. I got a hardware upgrade (get a new phone after 2yrs) on my contract, and I simply walked into the store, picked a phone, set it up, and walked out. The charge showed up on my monthly statement.
If you're talking about land lines, some VOIP services are offering a 'first month free' on some plans (Vonage is for sure) if you are a new customer. Look around and you'll find them.

My phone stopped making sounds when i try to call people, and my music on my phone stopped playing. Is something wrong with the speakers?
