Designed by committee, most certainly. He is the "Head Tworp" of the Empire, right. Well you need an authoritative and military look for the Head Tworp. OK, the whole suit is pretty much a WWII German Vermacht thing. The helmet is certainly a German Army helmet. We all get the picture soon into the movie, I think, that DV is a "wounded soldier" ,i.e.,he is a basket case and wired and cyborged together like a Bionic Feuhrer. We have no sympathy for him, however. We only have some for him when we learn...late in the story, that he is really Luke Skywalker's real father. Yes, his life was strange, he had no control over events, yes, yes, he would have wished it otherwise, yes, yes,......Actually the whole show and theme is so corny, I started wishing I was watching a full length Star Trek movie...I will commit a blasphemy here and say that...Star Wars stank! It was a 'farce without a face'...
