I suppose you are asking because you have never called her before.
I find situations like this very tricky because you don't know if she is playing some sort of game, or testing you out, or if it's completely innocent (which it can be.)
What I would do is email her at 8pm and say that I was thinking about her and would love to talk, but on a night more convieniant for the both of you. Then I'd give her a time and put the ball back in her court.
If she likes you, then somewhere about 9:30 she'll be calling you.

depends if this is someone you are 'courting' or just a friend. A friend I'd call 9:05ish; courting I'd probably wait unti 9:15ish so as to not appear too anxious.
