Well, traditionally this type of story has always revolved around the potential victems, with the killer making his brief, yet bloody interventions. I would say it really depends on the depth you've managed to develop in the killer. If he were like, Micheal Myers, as an example, following him would be quite dull. However if the killers a Dexter sort of character then I'd go with the killer.

I don't know -- maybe it'd be sort of cool to focus on one character who is neither the killer, nor a victim nor even closely connected to any of them -- one character who somehow observes it all or is somehow affected by the killings, even if it's only in a minute way. the one character has other things going in in his/her/its life -- and then - - I'm making no sense +5
