Why would the blood be in water balloons? Was there no other more suitable vessel to transfer the liquid in question by? Also it would depend on how you did it. If you filled the balloons and threw them at the children, that is cruel, you will traumatise the children. It would depend on why you are giving the cow's blood to the children, what purpose would children have for cow's blood? And of course, it would depend on how you came to have cow's blood in your possession, and how much of it you had. But, there is not specific legislation about gifting blood where I live, however it would be considered very strange behaviour, and the parents of the children may get a restraining order against you, to not have anything to do with their children in the future.

well i think ur just sick, who wud do that its disgusting and y wud u kill a cow just for a couple of neighbourhood kids and sum balloons?! i dont care if its not illegal it shud be in every country of the world. i shud totally be a vegetarian

In the UK there is no specific law, but under one set of circumstances it is still illegal. Psychiatric injury can be considered by law to be 'bodily harm', so if you did this without the children knowing, so that they would be showered in blood when the balloons burst, then you would definitely be committing grievous bodily harm under section 20 of the Offences against the Person Act, 1861, and liable to at least five years in jail.
