  • If I am understanding your question correctly, you are asking why there are so many rules which can make fraud possible. I don't think it is the rules that make fraud possible. It is the attempt to manipulate rules to serve a fraudulent purpose that people engage in. In my view, it is impossible to form a system of rules and regulations that will cover any and all contingencies. By its nature, there must be areas of ambiguity. These areas of ambiguity are exploited to try to assert validity to fraud. While it may seem as though people are getting away with fraud, they are not. Justice, in one form or another, eventually catches up with them. Look at Bernard Madoff who lived an extremely opulent lifestyle until his elaborate ponzi scheme was uncovered. Unfortunately, many innocent people lost their life savings in the process but Mr. Madoff will not find peace, even after he is dead.
