  • Only when they break the law.
  • Only if they commit a crime to get the drugs.
  • Mostly... Even in the places in which it is not technically illegal to *do* drugs, they are likely to commit other crimes relating to the acquisition of drugs and if it is illegal to be in the possession of drugs then yeah, they're criminals.
  • Criminals are the ones that are charged with an offence.According to the law of the land, people are supposed to be innocent unless proven guilty. By calling them criminals is passing judgment on people when the right to do so is not there.Only the court can do so.
  • Technically, yes... Just as drunk drivers and those arrested for public intoxication are. Otherwise, yes, when they buy illegal drugs. Otherwise, no.
  • If they are breaking the law by taking or selling drugs, yes they are.
  • The only crime anyone I know does to obtain drugs, is sell them, or work two jobs. All the drug users I know have families, jobs, etc. We wouldn't endanger them by stealing, mugging, etc. We are honest, hard-working people. There are MANY drug addicts out there, and very FEW of them are homeless junkies.
  • Well anybody who breaks the law is considered a criminal and it also depends on if that particular person is out commiting crimes in order to get the money to get the drugs he wants.
  • It depends on the drug and the administration. Alcohol and tobacco - usually not. Antibiotics, antidepressants etc. under prescription - no. Most other recreational drugs - yes in most administrations.
  • Yes, when they violate drug laws, but that doesn't necessarily mean they're wrong. It was also illegal for black people to sit in the front of buses in the South, for instance. So you could say Rosa Parks was a criminal for violating the law, but she was not wrong.
  • If the drugs they are using were obtained by fraud or illegal means, then yes. Fraud is by forged prescriptions. Illegal are drugs bought off the street and outlawed by Federal and state law. Possession of illegal drugs is a law violation. If the illegal drugs are in your body, thats possession.
  • Our legal system would say so a lot of the times. Our drug industry would argue the point.
  • If they are using illegal drugs, then, by definition, they are criminals.
  • Users are not criminals for using, purchasing drugs is illegal though
