How to replace a fuel pump on a 98 lincoln continental, can it be done without removing the fuel tank?

Unfortunately, the information I've been able to find indicates (but is not definitive) that the fuel tank must be removed to access the fuel pump. Some makers (e.g. BMW) provide access plates in the car body that allow one to get at the fuel pump without removing the tank, but Ford/Lincoln does not appear to have done that in this case.
