The hopeful answer is "Yes"...but the reality answer is "Maybe". I suppose we really should ask about how the US government "actually works", considering graft, special-interest groups and their influence, incompetence, etc. All governments seem to muddle along, somehow, and as long as most of the people are happy, the governments survive. When most of the people get unhappy, things tend to change. Would NAU work if the majority of the people wanted it to? Much would depend upon whether we could find enough special-interest groups who saw it in their economic interests to have such a form of government. I think it would be a good idea, personally.
