I really don't understand. You seem to have two quite different questions, neither of which can be answered easily.

men. some can't at all, usually due to a medical or psychological condition. some can many, many times. i haven't read a statistic on the average ... i'm not smart enough to know if something is good or bad, it just is, that is, unless it interferes with the rights of another. i hope this answers your questions? :)
