Well, at least in my value village there are a couple of new items but they were like the rejects from a factory (We've got a lot of factories in our area so maybe that's why). Just about everything is pre-owned but not necessarily worn or used. I've found items that still had tags on them like someone got it as a gift, didn't really like it and it spend several years at the back of someone's closet until they finally decided to donate it. That's pretty rare though.
