Can school tuition, books, etc. be deducted for tax return, AND can such expenses not claimed for one year be claimed the following year?

Tuition has been allowed for several years now; NEW this year are books and course material added to tuition and fees as qualified expenses! These expenses must be claimed in the year of the expense!
