It depends who you ask. Communist countries believe that all capitalist countries are governed by plutocracies. Capitalist countries believe that none are in this modern day and age except, perhaps, the City of London.

The secret one world government, also known as the New World Order, is in fact a plutocracy. It's not all rich people of course, just those who got together and concluded if they cooperated with one another and told only half-truths about everything, they could in fact create a technocratic utopia. So far, it seems the whole utopia part was just an empty sales pitch, but we shall see.
