No, It's better then a dog crate and trainers lock dogs in crates all the time to repair or alter their behavior.

Actually yeah, that is cruel. Most dogs need a lot of space and room to run around, be active and exercise, and I don't see why anyone would need to do that. I've never heard of any dog that refused to eat, dogs are fucking pigs lol. Most are always happy to eat. I know this couple who had a cat and they locked it in the bathroom while they were at work, AND while they were sleeping. So besides the weekend, the cat was locked up at least 20 hours a day, so I might be biased, but that just sounds mean to me, whether it's a cat, or a dog that won't eat. At the very least, the dog would probably be happier being kept on a leash outside, a leash with reasonable length, unless it's the dead of Winter, or during a thunder storm or something.

No, not at all, I know dogs that are locked up in cages all day while owners go to work.

If the dog has an eating problem, he should be taken to the vet. Dogs need companionship, so locking them away is not a good idea. Since a dog will eat when he is hungry, it is better to simply put a dish of food down and pick it up after 1/2 hour of not eating, then offer it again a few hours later. They should be offered food at least twice a day, but if they don't eat it once in awhile, that is not a problem.
