Police officers are now merely enforcers of the Government. They are not supposed to help people anymore, they are designed to take money from people with fines and stop any potential uprising.

You make it sound like 21 is too young for the job. Considering that they spend about 8+ months in the police academy, and MUST pass written as well as physical tests, most are prepared for the job. There are, of course, exceptions. By and large, we here in the U.S. have great cops.

by and large, i think that the US has great law enforcement officers. given that they develop expertise to handle mentally ill, shooters, elderly and injured, they have to know the law, they have to control their emotions, they have to be able to testify effectively in court without allowing themselves to be impeached, i think that we get a whole lot more than what we pay for! 21 is still young! i'd still go to college and retire as a detective. it's a great service, a great field, good pay (especially on the state, federal, and rich-suburbs levels) ... they give lots of training to help you deal with the newest challenges.

My uncle did it at 21. He is now 46 and has made a rewarding career out of it. It's not for everyone, but if you can cut it, it's a great option.
