How do know when someone is 'in the penalty box' versus 'on a break' or 'retired from AB'

I thought they had to wear a scarlet AB or something - or am I remembering it wrong?

if they are in penalty box you would not know unless you are emailed. most when we are taking a break or vacation we change our avatars to something like this, icysilver-be back in 3 days or leave a note on our profile. +5

You don't know they're in the Penalty Box unless they tell you they are via email. Sometimes we just never know what happens to AB'ers.

Members sometime stay in contact with there friends, asking one if they know something might help.

You don't. If you know any of their AB friends you might find them in a comment and ask if they know. Most of the time when the person has 'retired" they change their name to anonymous and the black bag. It's also possible they are still here but have another avatar and screen name. Other than that you don't know.
