its like asking we have food for taste or hunger? logically war will never bring permenant peace.

conflict is as much a ground state for some as is peace for others. Economically, both are quite stimulating. Both are as easily ridden by beauracrats. 1984 had a lot of good points, this being one of them.

War is not peace, no. That's oxymoronic and will never be true. But, war can bring peace. That's the philisophical point of view.
