4 GB is not an absolute measurement. Some room is needed for the file system and header and all that stuff, so it depends Also on Windows, there's what's called disk quotas, which is a system whereby the OS will label a drive as full when it passes a certain volume. You might have this on, in which case, google turning disk quotas off. There are a few utilities on Sourceforge and download.com that will tell you how much room you have down to the kilobyte.

It IS because the remaining space is taken up by things like device information, file allocation table, etc.
