  • The president did, and still does, appoint U.S. Marshals and they must be approved by the Senate. They are Federal officers and have jurisdiction throughout the country, even though they work in a specific district in which they must also reside. George Washington appointed the first 13 marshals when Congress passed the Judiciary Act of 1789.
