A duplicate answer is not spam. You can downrate and leave a comment.

I downrated duplicate answers and got moaned at, just live with it, or ask opinion questions.

There is no option for duplicate answers so you shouldn't cassify it as spam, for it isn't offensive/spam, its a duplicate or very similar answer. You could do like sarita1 said, downrate it and leave a polite comment letting them know.
-
If you notice a duplicate answer, simply send feedback to AB Staff, and they will get rid of it. Eventually, they plan on having a duplicate link for answers, but in the meantime, they can't be flagged as either nonsense (because they're not) nor spam/offensive (because it's not that either). Don't downrate the duplicate answer - just leave it alone and send a note to AB to take care of it.

The problem is that there is no "duplicate answer" flag yet. Until there is a duplicate answer flagging system I think the best thing is to leave them be. EDIT You could always leave a comment and ask the person to edit their answer. If they write "This is a duplicate, please delete." in their answer (or something to that effect) - you can then flag it as spam and the moderators will remove it.

Right now I wouldn't suggest doing anything to them. I have had several instances where I must have accidentally hit the submit button again and my answer was posted twice. Personally, I do not edit the second answer because I find that people will downrate a blank answer and will sometimes even downrate an answer in which you write "Duplicate answer."

No... At least not at this time. And I don't think there should be one. I have given "duplicate" answers a number of times, but I always add something to it - an explanation, a video, a picture, SOMETHING. They should NOT allow flagging of dupes EXCEPT as word-for-word dupes by the same person. People begin to see who are duplicating answers just to get points, and tend not to give them many (or any, for that matter). But remember that multiple people saying the same thing gives that answer more weight than those answers that only ONE person gave. ;-)

Well, now there is but its still messed up.

Nope. There aren't even any flags for duplicate answers, so I don't see how you could even do that in the first place.
