If it is a cheaply build rewinder and it does not slow down near the end, it will pop the clip that holds the tape on the real and render it unusable.

No. Not if the rewinder is in good working order. The only danger might be using the rewinder near a strong magnetic source like a large audio speaker.

In most cases it shouldn't. However, on most actual VCR's there's an optical device for detecting the beginning and end of the tape, since there's almost always a clear "leader" that is transparent. This means that in a VCR with a (working) optical sensor, the tape is not "jerked" suddenly.

Some cheaper rewinders don't have this mechanism and instead have a simple mechanical tension sensor, that shuts it off when the motor attempts to move an immovable object (the reels of a fully wound tape). Though the tape is not under tension for a long period of time when this happens (unless the rewinder is broken or the switch is being held on) the sudden stop can, over time, cause damage, mostly at the beginning of the tape.

I have never used one these things myself and my VCR still works. I wouldn't get a rewinder to save wear on the machine, but if you need the ability to either rewind without a VCR (for instance in a library, loan-out or rental situation, or a used book store that deals tape) or rewind something while something else is recording, then I would consider it.
