The only people that got any advantage out of the clunker program were the automobile dealers. The people held on to their clunkers for about 5 or 6 months waiting for the clunker program so that helped slow the economy. During that time the manufacturers slowed production because the people weren't buying. Then, when the program did begin, they got the clunker money but had to pay sticker price because there weren't that many cars available. So, actually, they probably came out about even on what they would have paid, considering what they would have gotten for their trade and what they would have negotiated off the price. So, the money that the dealerships would have paid for the trades and the money they would have taken off due to negotiation went into the pockets of the dealership owners and managers. The salesmen didn't really make any more because they sold less during the time when the people were holding on to their clunkers so they came out about the same probably. The buyers also came out about even. But, again, the dealerships were happy. They made more for their cars and didn't have to bother taking the trades to the auction and hoping that they could recoup on them.
