I believe Panama does. After disputes over sovereignty, a 1977 treaty provided for Panama to take control of the canal by 2000; it did so in 1999. This is according to the Encyclopedia Britannica.

Panama seceded from Colombia with U.S. help and declared independence in 1903. Since then, the U.S.-built Panama Canal has been a significant part of its brief history as a country. Ownership of the Canal Zone devolved to Panama at the end of 1999. Today, the country is ruled by "a few elite families of European descent" who share very little of their ill-gotten wealth with the poor. Corruption is institutionalized and rampant.

The U.S. handed it over to Panama in December, 1999. So, unless Panama has sold it to a private company (which could happen in theory), I believe they still own it.

The Panama Canal is currently owned by Panama. There is a treaty between the USA and Panama whereby the USA can step in and take over the Panama Canal if Panama mismanages the Canal or if the Canal is in jeopardy as in military situation or disaster relief type of event. Panama owns it, the US still monitors the details of how it is managed and ran and China manages the shipping containers and the ports. But then why not since the majority of the fish caught off the shore of Panama go directly to China. http://panamaexpertos.com/
