In a temperate climate zone during cold weather I'd pay whichever bill keeps the heat on. Although you can survive "cold", the pipes in your dwelling unit (single-family house, especially, but also condo, apartment, townhouse, etc.) might freeze and burst, which would add greatly to a repair bill before your pipes could be used again. So if it's cold and you have running water (piping, anyway, even if the water is turned off) then pay for the heat or drain the pipes. And don't forget the plumbing traps, which shouldn't be drained but would need to be treated with anti-freeze. After that, or if it's summer time, pay to keep the water on first, and then the electricity.

Electricity because you go can to a friends, family, neighbor and get some water to clean, shower, flush etc. You can't borrow electricity! +5

Water. It's cheaper too. Then electricity because you can always use flashlights or candles, but how do you deal with no water unless you live by a body of water which most people don't......you chose to put this question under Financial Planning? Ironic.
