What could be wrong with my 98 Chevy S10? It will shift when not operating but as soon as I start the vehicle in neutral it won't shift. Furthermore, it won't start if I shift it into 1st gear holding the clutch pedal in, it'll try to start and move some

Check the clutch master cylinder for low fluid. If it's low, check for leaks including the slave cylinder. If the leak is small, you can get by for the time being by adding brake fluid and bleeding the system of air. You should replace the leaking component. You probably should replace both, however, since they are likely the same age and the other might leak as well.
