In full the answer is no country. Palestine is not a sovereign nation, nor was the land taken in aggression. As for UN resolutions you are applying them one way as if you have blinkers. Lets break this down: In 1948 Israel was attacked by multiple sovereign nations who did not want a Jewish state in the Middle East. Israel had agreed to the partition plan, the Arab nations refused compromise and attacked stating that the war would be a war of extermination, a genocide. People who fought in that war included the Grand Mufti Haj Amin Al Husseini who was a Nazi responsible for co-engineering the Holocaust. He is also the founder of Fatah which is effectively what the PLO is today. # http://www.palestinefacts.org/pf_mandate_grand_mufti.php Israel survived the attack against all odds, however Egypt and Jordan both managed to illegally occupy parts of the Western half of the Palestine Mandate (TransJordan happens to be the Arab-Palestine state that was carved out of the eastern part of the Palestine mandate). Since then Israel has been attacked on multiple occasions. In 1964 the PLO stated in their charter that Egypt and Jordan had sovereign rights over the land they occupied in the 1948 war and that Judea/Samarra ("The West Bank") and The Gaza strip were not part of the "Palestinian national home". In 1967 Egypt committed acts of war against Israel which resulted in a war, Jordan joined the fray. In 6 days the war was over and Israel had liberated land that was illegally occupied by Egypt and Jordan. Now onto the UN resolutions. UN resolution 242 states that Israel will with draw from lands (not all lands, but an unspecified amount of lands) captured in 1967 in return for peace. Israel took steps and has withdrawn from some lands and helped strengthen the PLO as a governing body even supplying the PLO police with weapons.
