No, sometimes, there isnt enough information, to be able to answer the question.

Not in all cases. For example, if a question isn't clear it's sometimes necessary to ask a question to get more information to answer it accurately.

If it's just to be sarcastic or willingly hostile, maybe, but it's also general online fanfare and anyways, whatever makes you think is never bad.

No, if I the person didn't supply enough information for me to give as best an answer as I can. I may need to know more. There could be something they left out. Or maybe I would like to get them to think in a certain direction to stimulate their thinking as a form of help.

No, some times more information is need before the question can be answered.

Nope. I did a few minutes ago. I needed some info. to determine if the person really had a problem and if it was really severe. It was a problem and could become severe if not acted upon. Not an emergency yet.

No, for two reasons: (1) Following up with questions to clarify the original question - so better answers can be given (as a lot of folks have already pointed out) or (2) Following up with questions "as" the answer. Perhaps the next step is to ask yourself a,b,c,d .. then the answer or solution depends on the answers to "those". In that latter case, it's rather like teaching someone how to fish instead of handing them a basket of fish. Much better to bring up "things to think about or ask yourself" sometimes .. as the answer. (My two cents ...)
