Government has it backwards. It's less dangerous then alcohol, it relaxes people, thus, alleviating stress, which is much needed in our culture. And, if it were legalized the vast majority of the criminal element would be removed. This would save loads of tax payer's dollars by not chasing after people who cultivate and sell the stuff. To answer the question I believe people in general have been raised to believe it is a social taboo thing. Which is too bad.
