If more than one person is using a network router, is it possible to tell what the other person/people are doing without them knowing?(for my own security reasons of course)

You can look at their files. My son and I share a router and I can download files from him. Fast too.

if you have control of the router and have the right software tools, yes you can.

Assuming you mean home networking-- where you have something like this: Internet --> Cable modem --> Router/Switch ---> Users. And you have more than one user-- yes. You can monitor what they are doing. To what degree and what you are monitoring depends greatly from there how you would go about it.
