No. You need experience also. If you are over educated but under experienced, or vice versa, you aren't guaranteed the job.

An awful lot of PhDs are out looking for work. I think having a SKILL is often the most useful asset. You may need some formal education for this, but many learn through on-the-job training and/or an apprenticeship.
