I guess when it is "unauthorised". Photograper/artist Spencer Tunick made a photographic documentary called "Naked World", in which he staged mass nude scenes in major cities all over the world. Amazing how many people showed up to participate...thousands in most cities involved, New York, Toronto, London, Buenos Aries, Sydney. And it was authorised...as it was "art". (lol)
