The association can enforce the rules that are in place. I don't see rules just for one resident/owner. I'm thinking perhaps the new rule is not just for you, but to limit behavior or activity that no one but you takes part in. Am I close?
Is it something like you're swimming zoom zoom laps and everyone else is just kindof splashing around in the rest of the pool? Because I can see them saying laps must be done in lap lanes. You told us the "briefly," what's the rest of it?
