It's not so much that Africa became poor as it is that the continent has largely been bypassed by many of the factors which have contributed to the development of other parts of the world.

Politically, there are still many African countries led by despotic rulers. Many countries have a wide range of economic disadvantages, such as low education levels, lack of basic infrastructure, etc.

In addition, many of these countries were exploited by more powerful countries from Europe, etc., in multi-generational dramas which had heavy doses of racial discrimination thrown in.

The combination of factors is sufficient to account for Africa's problems, no single factor is the key on it's own.

If corruption no longer becomes a social norm in Africa, then the infrastructure would be build which would in turn provide the continuity of basic services and the like over the course of time. Because the money normally spent by their policital rulers on big mansion, fancy cars and lavish vacations would be allocated toward improving the lives of their people as opposed to the political rulers own lives. If rule of law is not enforced, than corruption will always persist. Its always easier to walk away from a problem and blame it on others, than it is to face it.
