It's a physical difference, rather than a mental one. Both are capable of using symbols to make meaning (though neither is capable of true language with syntax). But apes don't have the chops for it. That's why those studying ape language abilities use sign language and computer images.

IN MY OPINION= PARROTS HAVE DEVELOPED VOCAL CORDS AND ARE INTELLIGENT ENOUGH TO WANT TO IMITATE OTHERS, WHEREAS A APE HAS THEIR OWN GRUNTING LANGUAGE AND ARE TO LAZY TO IMITATE OTHERS.
