What is your view of the role of technology in political change? Are new technologies primarily a cause or effect of the rise and fall of political ideas?

I think the role of tech is to allow us better control of our world (nowadays universe) but we have to master the expense first. for instance Ive heard were spraying chemicals into the air everyday for the last seven years to make the planet easier to veiw with telescopes from space. even though the chemicals are harmfull to us still here on earth, and no one will talk about it.
