No. What's that got to do with anything? I mean the fact they haven't been here for a while?

I would say it's not bad AB etiquette. I've seen congratulatory questions posted for people who haven't been active for more than 6 months.

I do not think so but it rather depends what you are congratulating them for. If it is for reaching a level lower than Sage yes but if it is a personal Congratulation I do not think it matters if they have only been here a day.

I think if you want to congratulate someone for something you can ask a question the first day he/she joins AB. Why not? If people wish to answer, they will. If they don't, they won't. I don't think it has anything to do with etiquette at all. Some people have friends who join and want to call our attention to them so they will say something like "will you please join me in welcoming my friend Jane Doe to Answerbag?" No one will know her but they know you and your friends will probably respond in respect to your having asked the question. I do that all the time...respond to such questions from friends about people I've never met. Happy Thursday FI! :)
