They are both correct but they are definitely not the same thing. I reckon it wouldn't go down well with a Scotsman if you'd call his 'tam' a 'beret'. Likewise, I should love to see a Frenchman's reaction if you'd insult his beret with 'tam', "Oh mon dieu!", rofl.
