I'd say it's the other way round. If you see a question you think deserves a rating you can do it right there on the main page.

I think it's oversight. You don't automatically give the question points because it is not right in front of you like the answer rating is.

I try to do both, but sometimes forget. i will point a question If I answer it.

I'm guilty of that, I forget that you can rate a question, and focus on the quality or content of the answers. Sometimes I find myself leaving a comment in my answer that says "Great Question" and I didn't rate it! Just forgetful is all on my part.
