Something is believed to be "normal," if the majority of human beings do it, or a goverrnmental body mandates it. +5

At first it has to be established what the "norm" of a matter is. It depends on nation, race, location etc. and most of all it depends on the opinion of the observer. What I would find normal another would not. It is a relative word.
