A US Citizen can buy land, property, buildings, and structures in other countries provided that the governing legal body of that land permits it to be. In other words, there are no restrictions on US citizens owning land in foreign nations.
One example I know of is there are many US citizens who own whole castles in Scotland, England, Germany, France, Spain, etc. A lot of American celebrities own European vacation homes, Southern France is one very popular spot.
The only possible exception/restriction ""MIGHT"" be Cuba and North Korea.
In Malaysia a foreigner can purchase a home under the "Malaysia My Second Home" Program.
In my country (Poland) a foreigner needs to have a permit from the Minister of Home Affairs.
