I think it means the main character of the story line has seen better days and doesn't quite accept it yet. Sounds like he had smoked one too many doobs and life has passed him by and all he can do for pleasure is think, but even that has crossed the line as he is "eyeing little girls, with bad intent". Beyond the blues, past the point of no return.....

He is singing about a down and out street person in England.It is cold out and he is wearing shabby clothes and has a gangely beard.He sits on the park bench leering at young women.He eats at the Salvation army kitchen,and is looked apon as someone unfortunate.
