Try having a "quiet time" about an hour before bed time. Read them books or sing or listen to calming music and hang out in their room or lay down with them for a few minutes. And try to make it close to the same time every night. Be very consistent and if they get out of their beds, walk them back to their beds and tell them as often as necessary that it is time to sleep. I don't know the details of your situation and what you've already tried but some kids sleep better with a night light.
