no. nature created them to make a statment that she wants new orleans to be bay orleans. seriously people how stupid are we to build a city of buildings which are not only NOT hurricane resistant in a hurricane zone... but we BUILD IT BELOW SEA LEVEL!!!!!! clean up the toxins and move the city a up the mississippi untill it is ABOVE SEA LEVEL... IT IS IN A HURRICANE ZONE!!!!!! not only that but katrina/rita were not even the strongest hurricanes ever recorded. hurricane andrew a decade or so earlier which hammered further east was much larger and stronger and typhoon tip with occured in august of 1979 over the pacific was so large that had it been over america it would have streached from canada to mexico. katrina and rita were not oddities, the only oddity of chance is that new orleans had gone 40+ years between getting hammered. you want to go dance on the train tracks you are going to get squished. you build a city in a hurricane zone it is going to get hit by one... increas building regulations. hurricanes are far easier to resist than the earthquakes we build for on hte pacific coast.
